Write the problem in language a NED can repeat. If it needs a second paragraph, it is still a diagnosis, not a problem statement.
Use low estimates on the cost of inaction. Inflated hours get challenged and the whole paper dies. One avoided incident in the range is usually enough; do not stack catastrophe scenarios.
Put the proposed investment in on the same basis as the TCO calculator - licence, implementation, and internal time - not year-one licence alone.
Replace the role titles with the people in the room. A generic “CFO” reply is less useful than the sentence you will actually say to yours. The types (numbers, contract, security, adoption, timing, outcome, process, legal) tell you which appendix to have behind you.
