About COPA GRC
COPA GRC is a risk and compliance venture for professional football clubs, run by The GRC Group. It was set up for clubs that now sit inside a statutory licensing regime and have to evidence governance in a way the game has not previously required of them. It launches publicly in September 2026.
The Football Governance Act 2025 created the Independent Football Regulator and a licensing regime covering the top five tiers of the English men's game, with requirements on financial sustainability, corporate governance and fan engagement. COPA helps clubs meet those obligations by building the risk and governance framework, then running the assessment and reporting cycle behind it.
COPA enters at board level, with a leadership briefing for the chair, owner or chief executive, followed by a diagnostic of the club's current governance and risk position. Its early focus is League One and League Two, where compliance resource is thinnest and the licensing requirements land hardest relative to the size of the organisation.

COPA holds the club relationship and owns delivery. Both firms refer to each other where a prospect requires the other side of the proposition.
